This is a metal pressure gauge for balloon or standard tires. Made by US gauge company out of New York.  On the back is etched the words “old Sambo“. It measures 2 inches in diameter. And was made in the 1920s. This item does not actually work any longer. Great as a shelf sitter in a collection.
